# The unbuilt sector's built constraints: four derivable today, one
# wall standing, said in that order of honesty.

## The wall first
The framework has NO derivation of the quadrupole formula. Radiative
gravity lives in the tensor junction — the link-field (stiffness-wave)
sector, a formal skeleton whose watchers are binary-pulsar decay
(GR to 1.3e-4), Mercury's beta, LARES, optical gamma and Lorentz
invariance. Until built, everything below is boundary, not engine.

## Four constraints derivable from the existing structure

1. THE SCALAR CANNOT RADIATE — a weakness inverted. The mediator's
   dynamics is relaxational (first-order, overdamped: no propagating
   pole). Therefore the framework emits NO dipole radiation and NO
   breathing polarization — structurally. This is exactly what
   observation demands: pulsar–white-dwarf systems (PSR J1738+0333
   class) bound dipole radiation ferociously and kill most
   scalar-tensor rivals. The audited vacuum evades not by tuning a
   coupling to zero but because its scalar sector is dissipative by
   construction: what relaxes cannot ring. Prediction: LIGO/Virgo/
   LISA polarization tests will find pure tensor modes, forever.

2. THE VACUUM IS TRANSPARENT TO GRAVITATIONAL WAVES. The audit's
   friction on a T00 modulation at GW frequencies is suppressed by
   (omega/gamma)^2 < 1.5e-24 (LIGO band, at the pulsar-floor gamma) —
   no absorption, no extra damping over cosmological distances:
   d_L(GW) = d_L(EM) EXACTLY at any reachable precision. Standard
   sirens (GW170817: consistent) become a rolling test; many modified-
   gravity frameworks predict d_L ratios differing at percent level —
   this one forbids any difference. Kill: a confirmed GW/EM
   luminosity-distance discrepancy.

3. ONE LATTICE, ONE DISPERSION — the photon-graviton cross-lock.
   Photons and gravitational waves ride the same substrate, so they
   share the identical quadratic-subluminal dispersion with the SAME
   scale E_QG2 = sqrt(8)*hbar*c/l_s. Cross-prediction unique to a
   one-substrate theory: if photon vacuum dispersion is ever measured,
   GW dispersion must match it 1:1 in form and scale; a confirmed
   mismatch (either seen without the other, at shared sensitivity)
   kills the single-substrate axiom. (c_GW = c, prediction 12, is the
   zeroth order of this lock.)

4. GRAVITATIONAL WAVES CANNOT DECOHERE MATTER below the knee: a
   100-Hz GW modulates T00 at (omega/gamma)^2 ~ 1e-24 — mass
   interferometers are safe from the stochastic GW background, and no
   "gravitationally induced collapse by GWs" exists in this framework.
   Consistency: matter-wave interferometry works, undisturbed.

## Flagged, not claimed
- The pump as a stochastic-GW source: a fluctuating inversion could
  in principle radiate; the Gaussian-order bill is zero and the
  xi^2-order fluctuation spectrum is uncomputed. PARKED — no claim on
  the PTA background (whose SMBH-binary reading stands).
- GW echoes / near-horizon structure: orphaned with the drainage
  exhaustion story; not revived.

## The sector's balance
Standing: no dipole, no extra polarizations, perfect transparency
(d_L equality), the photon-graviton dispersion lock, GW-safe matter
coherence — five statements, all falsifiable, all derived from the
audit's overdamping and the one-substrate axiom. Owed: the quadrupole
itself. The tensor junction remains the theory's largest unbuilt
organ, and its target list now reads: beta = 0.5000(1), g_0i, the
quadrupole form, optical gamma, emergent Lorentz — and pure-tensor
polarizations, which the scalar sector's silence has already
guaranteed from below.
