# STAGE C — A CONSTRUCTIVE MEMORANDUM

## 1. The observation that starts it

Stage B and n54 leave the theory one question from its gamma: the net
power n-m of the vacuum's own rate entering potential versus inertia.
The theory HAS NO CHOICE once one writes the only honest dynamics it
admits. The fork that makes it honest: pure unitary Born-Oppenheimer
dynamics fails CORRECTLY — the BO potential is the ground-state energy
E0(x), concave in the couplings (n45), so unitary dynamics reproduces
repulsion. This is a derivation of a structural fact: **the attraction
of n46 cannot live in any Hamiltonian sector; the force is irreducibly
a property of the monitored, dissipative dynamics.** The minimal honest
dynamics is hybrid, and both halves are forced:

- INERTIA from the unitary sector: second-order adiabatic perturbation
  theory, no freedom:
    M_ad(x) = 2 hbar^2 sum_{n!=0} |<n|d_x psi0>|^2 / (E_n - E_0)
  — the GAP-WEIGHTED fidelity metric (single-oscillator anchor:
  M_ad = hbar (d_x omega)^2 / (8 omega^3)).
- POTENTIAL from the monitored sector: maintenance is a cost per unit
  of the MONITOR's time: V(x) = hbar gamma_drain C(x), with C the
  information cost and gamma_drain the drainage rate — the n48 knee.

Scaling under k -> lambda k:
  C'' ~ lambda^-2 (verified law); matrix elements |<n|d_x psi0>|^2 ~
  lambda^-2; gaps ~ lambda^{+1/2}; hence M_ad ~ lambda^{-5/2};
  gamma_drain ~ lambda^a (the open exponent);
  omega^2 = hbar gamma_drain C'' / M_ad ~ lambda^{a + 1/2}.
So s_op = a/2 + 1/4 and, via the Dicke dictionary,

  **gamma_PPN = (1 - 2a) / (1 + 2a),  a = d ln gamma_drain / d ln k.**

- a = 0 (the drainage clock is the bath's property, blind to local
  stiffness): gamma_PPN = 1. GENERAL RELATIVITY, nothing tuned.
- a = 1/2 (the drainage clock dresses with the substrate): gamma = 0,
  Nordstrom's ghost.
- Cassini (|gamma-1| < 2.3e-5) reads: |a| < 5.8e-6 — the solar system
  as a six-digit measurement of "the ledger's clock does not care what
  it prices."
- Any a > -1/2 gives clocks that slow in the well: the D3 sign is
  finally, derivably, right.

## 2. What is new, and the neighbors

- Mach/Sciama: demanded inertia induced by distant matter. Here inertia
  is an EXPRESSION: the gap-weighted fidelity susceptibility of the
  vacuum, with computable state-dependence.
- Verlinde's entropic inertia: a bookkeeping identity, no spectrum, no
  gaps, no PPN selection. Here the kinetic term is derived from
  adiabatic response and gamma follows.
- Condensed-matter quantum-geometric-tensor mass (Provost-Vallee;
  quantum-metric superfluid weight, Torma school): the closest kin
  mathematically; but there the metric renormalizes a quasiparticle in
  a given lattice. NEW CLAIM, not found in the literature: when one
  geometric object of the vacuum prices both the force (conformal
  weight k^-2) and the inertia (gap-weighted descendant k^{-5/2}), the
  equivalence principle becomes an identity of scaling dimensions, and
  the PPN gamma of the emergent gravity is fixed by a single residual
  exponent — the dispersion of the monitoring rate:
  gamma = (1-2a)/(1+2a). Nobody has derived a PPN parameter as the
  scaling dimension of a decoherence rate.
- Machian corollary: M_ad depends on the vacuum's spectrum, not merely
  its metric — heat the vacuum, move a boundary, put a horizon behind
  it, and inertia shifts computably while gravitational charge does
  not: a principled, quantitative EP-violation channel. Mach's
  principle finally makes a number instead of a speech.

## 3. The real-world consequence if it survives

gamma_PPN = 1 IF AND ONLY IF the drainage rate is state-independent —
and that same rate is the n48 decoherence knee, measurable in a
levitated-mass interferometer. Cross-prediction unique in the
literature: **the knee frequency must be identical across materials
and across gravitational potentials to Cassini precision,
|Delta gamma_knee / gamma_knee| <~ 6e-6 per unit delta-k/k** — a
laboratory optomechanics number handcuffed to a solar-system number.
GR predicts no knee; Diosi-Penrose predicts a floor; a scalar-medium
impostor predicts a knee that SAGS in a potential well.

In the toy, gamma_drain is an input, said plainly: n55 cannot measure
a; it converts a from "unknown embedding" into "one physical exponent
with a laboratory handle." In the parent framework (the large-N bath
monitoring the substrate) the bath's clock is a property of the bath —
a = 0 is not a wish there, it is the architecture.
