#         executed by PSR B1913+16
# (2026-07-11. The mandate's rigor, applied without mercy to our own
#  radiative sector. Two candidate suppressors died in one sitting;
#  the third possibility was never a suppressor. The class dies.)

## The two candidates, dead in order
- LANDAU SELECTION (candidate 2): DEAD AT BIRTH. Measured: the
  breather's pair channel ALSO vanishes at the cone ((w-cq)^2.65 -
  any P-projected contraction dies at collinear threshold). Both
  dark modes have protected poles: both radiate coherently. My own
  script's conclusion text was written before the numbers and was
  wrong; the numbers rule.
- CONSERVATION CANCELLATION: DEAD. With the virial identity
  (int T_ij = Idd_ij/2) and I_zz = 0 for planar orbits, the
  breather's source is Idd_xx + Idd_yy - nonzero for eccentric
  binaries, no cancellation. n162's 5% estimate stands.
- THE h_xy COMPLETION: adds the 'x' mode (good - the second tensor
  polarization arrives with diagonal edges) but only GROWS the dark
  kernel: the breather stays.

## The kill
The breather is massless (thermostat), sharp (protected pole),
O(1)-coupled (same vertex as '+'), and sourced by eccentric
binaries at 5.5% of the tensor channel. PSR B1913+16 agrees with
GR at 1.3e-4. THE ENERGY-BUDGET-ONLY RADIATIVE SECTOR IS EXCLUDED
BY FORTY YEARS OF PULSAR TIMING. Headstone 34. (Everything
non-radiative survives: statics, PN locks, the knee, transparency,
masslessness-by-thermostat - the mechanisms are right; the
CONSTRAINT SET is too small.)

## The forced organ (the fifth data-forced postulate this month)
Why does GR have exactly 2 radiative modes? FOUR constraints
(H, H_i) - energy AND momentum. Our audit has ONE row (the energy
budget). One row leaves d-1 dark modes: always one too many, always
a scalar. THE SUBSTRATE MUST AUDIT MOMENTUM TOO: vector budgets
(the T_0i sector n129/n130 already flagged as missing for frame
dragging - the SAME organ, now forced twice, independently, by
LARES-2 and by Hulse-Taylor). Design spec, exact: the enlarged
constraint set must cut the radiative dark kernel to exactly the
two TT modes. GR's constraint count is not imitated - it is
DERIVED as the unique count that survives pulsar timing.

## The mandate's ledger after n163
The gravity-complete checklist REGRESSES honestly: the radiative
sector returns to construction with a bigger, better-specified
foundation (4 budgets). Next computation: the momentum-audited
kernel - build A with energy + momentum rows and count its dark
modes. The stop condition is farther than yesterday and the theory
is truer than yesterday.
