## The design-dominating fact
The vacuum heals at the audit rate: a de-pumped bubble re-inverts in
1/gamma ~ 0.18 attosecond (180 zeptoseconds) (electron anchor). Any machine that turns
gravity off must OUT-DISSIPATE A VACUUM THAT REPAIRS ITSELF 5.7e18
TIMES PER SECOND. Every number below follows from this.

## TIER 0 — L'OMBRE ANALOGIQUE (buildable this year)
The analog antigravity machine — prediction 22 made concrete:
- HARDWARE: two trapped ions (or two optomechanical membranes),
  coupled ONLY through an engineered lossy reservoir (a damped cavity
  mode) whose effective occupation/inversion is tunable by drive
  fields (standard reservoir engineering).
- OPERATION: measure the mediated interaction (normal-mode splitting /
  frequency shift between the two ions) as the reservoir is tuned

- PREDICTED READOUT: the mediated coupling flips sign — repulsion to

ERRATUM (factor 1000): the healing time is 1/gamma = 1.78e-19 s =
0.18 ATTOSECOND (180 zeptoseconds), not "175 attoseconds" as
originally written. With the corrected gamma, the headline power is
consistent: P = m c^2 |Phi| gamma with Phi = phi_N/c^2 gives
~3.5e26 W = 0.92 L_sun per levitated kilogram at Earth's surface.
NOTATION FIXED: Phi is henceforth the DIMENSIONLESS potential
(phi_N/c^2); the power formula is P = m c^2 |Phi| gamma.

RELABEL: P = m c^2 |Phi| gamma is a CONDITIONAL ENERGETIC ESTIMATE
(energy neutralized x resets per second), NOT a derived microscopic
power. The honest object is P_pump = Tr[H L_pump(rho_ss)] with an
explicit pump model, saturation, bubble boundary, and coupling to
masses - none of which exists yet.

THE BUTTON IS NOT BUILT: this note prices the energy bill of a
de-pumping operation ASSUMED to exist. Unconstructed: the external
observable that flips Delta locally; the spatial localization of
pumping; the physics of the active/passive interface (forces,
radiation, instabilities); the mechanism preventing instant
re-pumping by the surroundings; universality of the modified
interaction across energy forms.

THE IDLE-COST TENSION, RESOLVED BY DISTINCTION: (1) the homogeneous
steady state's bill is the Gaussian zero (n74) - the active vacuum
idles free at that order; (2) the WORK to flip a branch locally is
Delta-H = Delta-U (measured, the battery result); (3) the POWER to
